HUMAN CAPITAL DEVELOPMENT AND SERVICE DELIVERY IN NIGERIAN LOCAL GOVERNMENT SYSTEM

Abstract :   Public Goods Like Health, Education, Portable Water, Electricity, Sanitation And Security Are Mainly Provided By Government In Most Developing Countries. Local Governments Being The Institutions Of Transformation At The Grassroots Level Are Supposed To Bring Meaningful Development To Their Communities And Thereby Improve The Lives Of The Rural People. This Paper Examined The Relationship Between Human Capital Development And Efficient Service Delivery In Nigerian Local Governments. Being An Expository Research, The Study Leaned Heavily On Secondary Source Of Data Collection. Data Collected From Journals, Books And Other Published Works On The Internet Were Therefore Presented And Interpreted To Explain The Nexus Between Human Capital Development And Performance Of Local Government Employees. The Study Noted That Inadequate Development Of The Human Capital Is One Of The Major Causes Of Poor Service Delivery At The Grassroots. It Recommended Among Others, Deliberate Policies Aimed At Stimulating Training, Developing And Retention Of Skilled/professional Manpower For Sustained Development At The Local Levels.
